Minutes of the meeting on May 5, 2008 of the Historical Preservation Board of the TOWN OF ORCHARD PARK, Municipal Center, Supervisor’s Conference Room, 4295 South Buffalo Street, Orchard Park, New York at 7:00 PM, present were the following:

The meeting was called to order at 7:00 p.m. by Chairman Ransom.
A motion was made to approve the minutes of the March meeting by Mr. Stoj and seconded by Mr. Stock.

Mike Stock made a motion to file as information the minutes from the April meeting due to a lack of quorum. Suzanne Kulp seconded the motion.

F.E. Brown Funeral Home and Anthony-Brown Pharmacy have both responded favorably.
The Wendt Foundation felt that financial support should come from Town and Village governments and would not be making a donation. The Board will be applying for a CLG grant for $15,000 – the application should be forthcoming soon.
The previously scheduled meeting with the Economic Development group that was to take place on April 15th has been moved to May 20th. Attending will be Chairman Dan Ransom, Councilman David Kaczor and Town Historian Suzanne Kulp, in hopes to solidify a donation towards the Cultural Survey.
Ø Edward Cosgrove Law Firm will be representing the Historical Preservation Board.
Ø With regards to Landmark status, it was suggested that the house on the property should be added to the designation status.
Ø Randy Nash – Field representative for the WNY area of the NYS Barns Grants program – said it was one of the biggest barns in New York State.
Ø Areas in need of repair are the following:
i. New Roof at an estimated cost of $100,000 to $200,000.
ii. Two areas of the sill of the barn need attention.
iii. Some windows will need attention.
iv. Part of the barn needs painting.
Ø A tour of the barn with Julian Adams would be conducted on Tuesday May 6th at 3:00 p.m.
Ø Need to research conversion opportunities that would generate revenue to assist with maintenance.
Ø Letter of Notification will need to be coordinated by the Historical Preservation Board and the Town Board to include the main barn and two silos, that they are within the proper delineation of the property.

Ø Planning for the Preservation of Resources is the purpose of the Historical Preservation Board.
Ø HPB Workbook should contain 1) The Model Law, 2) How to Run a Meeting, 3) Make Decisions based on Designation & Certificate of Appropriateness of Criteria.
Ø Murray Gould – retired developer – is a consultant to developers regarding preservation projects.
Brought to the attention of the Board that Benderson expressed interest in expanding the plaza known as The Orchards, by purchasing and removing the Bray house on N. Buffalo Rd. Ms. Kulp made a motion to recommend to the Town Board for Historic Landmark Designation of the house per the criteria noted below pursuant to Section 74-6A:
1.) Has attained the age of 50 years; or
2.) Because of a unique location or singular physical characteristic, represents an established and familiar visual feature of a neighborhood or locale; or
4.) Embodies the distinctive characteristics of a type, a period or a method of construction;
Ms. Foit-Albert seconded the motion.
