Town Clerk

The office of the Town Clerk for the Town of Orchard Park is located on the 1st floor of the Municipal Center, 4295 S. Buffalo Street. Regular business hours; 8:30 am to 4:30 pm and every Wednesday the office remains open until 7:00 pm. There are no weekend hours. To contact the clerk's office by phone, please dial 716.662.6410. DEC – All hunters may obtain a hunting or fishing license here in the office. You will need to bring your driver’s license and if you are a first time hunter, you need to bring your certificate from all courses you attended. Vital Statistics; Marriage, Birth or Death - You may obtain copies of birth, death and marriage certificates or even genealogy records here in the Town Clerk’s office. Please keep in mind, these records are confidential and there are only a few individuals, within the family member, who can obtain them. Dog Licenses – Every dog regardless of their age owned or harbored in New York State for longer than 30 days must be licensed in the town, city or village where the dog is being harbored. The following are the only license exemptions: if the dog is under four months of age and not running-at-large or if a non-resident brings a dog into New York State for less than 30 days and the dog is licensed according to the resident state’s licensing laws.

You may apply for a dog license here in town hall or send your application with the following information; if the dog is spayed or neutered - a certificate from a licensed veterinarian or an affidavit from the owner showing that the dog has been spayed or neutered, unless this proof is already on file with the clerk; All dogs three months or older must have proof of a rabies vaccination signed by a licensed veterinarian or a certificate stating why the life of the dog would be endangered by the vaccine; and a check payable to the municipal licensing agent for the appropriate license fee. Notary Public – Each clerk in the office is a notary. You may bring your un-signed document(s), along with your driver’s license to the office and we can assist in helping you. There is no charge for this service.

Freedom of Information - The Freedom of Information Law, effective January 1, 1978, reaffirms your right to know how your government operates. It provides rights of access to records reflective of governmental decisions and policies that affect the lives of every New Yorker. If there is information you would like to retrieve from the Town of Orchard Park, you can request a form from the office or write a letter and send it to the Town Clerk’s office. The Town Clerks Office

My name is Janis Colarusso and I have been the Town Clerk since November of 1993. The office of the clerk has many duties and responsibilities. Let me give you a little history on the position I hold and the job obligations I have as the Town Clerk.

Public Relation Officer: Must be dedicated to the community. Her office is the center of local government and conveys a lasting impression of the community to all who enter.

Recording Secretary: Authors of the only official minute books. The only official record of the activities of Town government. The resulting volumes are retained permanently for legal and historic purposes. Few individuals are entrusted with a responsibility of this magnitude.

Records Management Officer: Custodian of all Town records, responsible for active files, storage and disposition of inactive records and the careful maintenance of archival material. Administrator of the Freedom of Information Law which guarantees your right to know the working of government. <<

Filing Officer:   Maintains records of adopted Town Ordinances and local laws, Town Oaths of Office, resignations, petitions, proof of publications, annual budgets, fiscal reports, notices of lien, subpoena and court actions, binds/notes registers, zoning ordinances and maps. Maintains public sign board, advertises and receives bids for purchase of Town material, files burial permits from cemeteries located within the Town.

Licensing Officer: Issues State licenses/permits, including marriage, dog, conservation (hunting and fishing), games of chance, bingo and handicapped parking. Issues Town licenses/permits mandated by Local Law (e.g. transient merchants/peddlers, parks, etc.)

Registrar of Vital Statistics: The Town Clerk is appointed keeper of all birth and death records within a community, issuing birth and death certificates, burial permits, as well as conducting genealogical searches.
